Background 

This showed up on eBay and I couldn't resist.
It's very similar to the C-11166/GRC-206 Universal Radio System Control  URSC which is part of the GRC-206 radio system (also see the MT-6250/GRC-206 rack mount).

At the upper left of the front panel there's a black plastic part with a square hole.  It looks as if something plugs into it and is held be a spring loaded ball.
Maybe a directory card with names to go with the device numbers on the front panel?

The C-11166/GRC-206 Universal Radio System Control  URSC communicates with the MT-6250 rack mount holding 4 radios and their associated cryptographic equipment by means of a fiber optic cable with 2 bundles, one for each direction of data travel.  The other end of the fiber optic cable goes to the C11169/GRC-206 Signal Distribution Unit SDU which in turn uses regular electrical cables to interface with the radios.  The C-11166 remote is laid out with the idea that there will be two operators using it at the same time.

This remote does not have that dual operator type layout so maybe the reason for the two U-229 audio connectors is like a number of other military items were they are there to support flexibility in the audio accessories used.
